Agency vs freelancer 2026: how to choose a contractor and not blow your budget
When do you need an agency, and when is a freelancer enough? Selection checklist, red flags, questions for the brief and real rates of the Russian market 2026. From the practice of 50+ tenders.

Over the course of 9 years in digital, I have been in all three positions: worked in an agency, went free as a freelancer, and for the last few years I have been evaluating contractors as a consultant - from the client’s side. I saw more than 50 tenders. Here is an honest picture without the agency PR machine and without the freelancer’s resentment of the “unfair market”.
The standard advice on the Internet is “an agency is more reliable, a freelancer is cheaper.” This is not analysis, this is averaging. On two of the three projects where I went after the agency, the money was lost not because the agency was bad - but because the task was assigned to an agency whose structure did not suit it. And vice versa: I saw freelancers who performed 4 million rubles per month better than any agency simply because their specialization was exactly in this channel.
An agency with a beautiful office and a manager for every call means that you pay for the office and the manager - not for the result.
1. What is the real difference (not what they think)
It is generally accepted that an agency = a team, and a freelancer = one person. It's superficial. The real difference is in the structure of responsibility and who actually works with their hands.
In an agency, your project is managed by an account manager. He doesn’t set up advertising - he passes the brief to a specialist. A specialist, as a rule, manages 8–15 projects in parallel. When you call to discuss strategy, an account speaks to you - a person who has not looked at your account for three weeks. It's not malice, it's structure. It makes the agency scalable, but dilutes the expertise.
A freelancer is direct contact with a person who actually works. No buffer. This is both an advantage (quick feedback, deep understanding) and a risk (getting sick, overworked, leaving for another project). On my current 6 projects, freelancers close 4 of them - in terms of performance and SEO. Not because it was cheaper, but because I found specific people with the required specialization.

2. When is an agency more profitable?
The agency really gives an advantage in three situations, and only in them:
The first is a large advertising budget with several channels at the same time. If you spend 500,000 rubles per month on Yandex Direct + VK Ads + SEO + content, one freelancer cannot physically handle it. You need a team, which means you need an agency structure. I've seen clients who try to put together a "freelancer team" on their own - it usually ends in chaos of coordination and the loss of another 2-3 months.
Second, we need legal responsibility. Large b2b companies, government agencies, and franchise networks often cannot work with individuals. The agreement with the agency is VAT, legal entity, closing documents. For such customers, the question of “agency or freelancer” does not arise at all.
Third, you need “one phone number” when starting a large project. Rebranding, entering a new market, launching a product - when there are many tasks and they overlap, the agency takes on coordination. It costs money, but sometimes it's worth it.

3. When is a freelancer better?
The freelancer wins in scenarios that don't fit well into the agency model:
One-time tasks. An audit of an advertising account, writing a strategy, a technical SEO audit, and setting up analytics is not “maintenance.” The agency will charge 80,000–200,000 rubles for this as a “project” because it has a fixed cost structure. A freelance specialist will do the same thing for RUB 20,000–50,000 faster and with more focus.
Narrow specialization. If you need a person who specifically understands Yandex Direct for real estate or TG Ads for fintech, you will find such a freelancer. In the agency you will have a “performance specialist” who runs real estate today, food delivery tomorrow, and an online school the day after tomorrow. The depth of expertise in a specific niche is incomparable.
Startup with a small budget. With a budget of up to RUB 150,000 per month for advertising, the agency commission (usually 10–20% of the budget or a fixed retainer) eats up a disproportionate share. Freelancer for 50,000 rubles per month and direct contact is a more adequate story. I wrote about how to build marketing on a limited budget in the section about competitor analysis.

4. Market rates 2026
The numbers below are the median for tenders in which I participated as a client advisor, plus correspondence with ~20 colleagues. This is not Ruward or hh.ru - these are real amounts in the contracts that I saw.

The main thing to take away from this table is that the gap between a junior freelancer and an agency is 3–5 times. There is practically no gap between a senior freelancer and an agency. At the same time, with a senior freelancer you get direct contact with an expert, and with an agency you get a manager on top of the expert. 5. Agency selection checklist - 7 questions
I ask these questions at every tender when I help a client choose a contractor. After the third tender, it became clear that seven would be enough.
1. Show 2-3 cases in our niche with specific numbers. Not “we worked with ecom” - but a specific client, a specific CPL before and after, a specific deadline. If there is no case, we don’t go any further.
2. Who exactly will lead our project? Name, position, how many projects he currently has in parallel. If this question is not answered at the first meeting, this is a structural problem in the agency.
3. What does the monthly report look like? Ask for a template. If the report does not contain figures for CPL, ROAS, and conversions, this is decorative reporting, not management.
4. What metric will be considered success in 3 months? The agency must offer a specific KPI, not “traffic growth” or “increase in awareness.”
5. What is the minimum advertising budget for your model? Most agencies have an unspoken threshold: below 200,000–300,000 rubles per month they do not recoup their overhead costs. If you are offered “leading” for 60,000 rubles with a budget of 50,000 rubles, this is either a template job or unprofitable for them.
6. What happens if KPIs are not achieved in the first 3 months? The appropriate answer is “we are reviewing the strategy together” or “terminating without penalty.” A bad answer is “it’s the market, there are no guarantees.”
7. Do you have a condition for exiting the contract without penalty? The market standard is 30 days notice. If an agency demands payment for 3 months in advance without the right to withdraw, this is a signal that they do not know how to retain clients with quality.
6. Red flags when choosing a contractor
Over the course of 9 years, I have formulated a list of situations when you should turn around and leave, no matter how beautiful the contractor’s presentation is.
The first meeting is a 40-slide presentation about yourself, zero questions about your business. A good contractor starts with questions. Bad - from self-presentation.
Promises of results before data analysis. “We’ll reduce CPL by 40% in a month” without access to your account, without funnel analysis, without understanding the average check - this is either a lie or incompetence.
“Individual approach” without specifics. If the question “how exactly?” the agency responds “our approach is always individual” - this is a template. An individual approach looks like specific hypotheses for your niche, not like a phrase from a presentation.
No NDA or refusal to show cases without signing an NDA. Agencies that work well take pride in their cases and are willing to show them (with the client’s consent). Those that hide behind NDAs usually hide the lack of results.
Using the word “integrated promotion” without decoding. This is a dummy marketing phrase. A normal contractor will say: “We do Yandex Direct, SEO and email newsletters. This is how they are connected in your funnel.”
Access to accounts on your accounts. Some agencies insist on working through their own advertising accounts - this means that the accumulated history, audiences and data will remain with the agency upon termination. Always work through your accounts, and give the agency access.
7. How to set the task correctly
Half of failed tenders are not bad contractors. This is a poorly formulated problem. I have seen tenders where the client asked to “increase sales”, received 8 proposals for 40 pages and after six months of work still did not understand what exactly they had done to him.
The minimum brief for any marketing tender contains: a description of the product and target audience (1 paragraph), the current state of marketing with numbers (CPL, ROAS, volumes or “from scratch”), a specific goal in numbers for 3–6 months, a budget for the contractor’s work and a budget for advertising separately, who makes decisions on the client’s side and how quickly.
Without these five points, you will not receive a commercial proposal, but a “commercial proposal” - a template with beautiful words that is not written for you. A good contractor will ask clarifying questions when receiving an incomplete brief. Bad - he will simply send a general presentation.

8. What to choose
It’s not “the agency is better” or “the freelancer is cheaper” – the question is the task. One-time task or narrow specialization with a budget of up to 200,000 rubles per month - freelancer. Systematic work in 3+ channels, large budget, the need for a legal entity - an agency. In both cases, the main filter is specific cases in your niche and a transparent KPI structure in the contract.
