How much does a marketing consultant cost in Russia in 2026: grid of rates by level
12-cell grid of a marketer’s hourly rate: 3 levels × 4 types of tasks. With real numbers - mine + an anonymous survey of 23 colleagues. Why “contractual cost” = “they didn’t consider the unit-economics of their hours.”

“Negotiated cost” in marketing is not a courtesy or a “personal approach.” This stands for “we didn’t count how much our hour of work cost us.” In 2026, when AI reduces the time for individual tasks by 5–10 times, a transparent rate grid is not “loss of the client base”, but a filter against unprofitable projects and invoices with double interpretation.
This article is my betting grid for January 2026 + an anonymous pool of 23 industry colleagues (from middle performance to Head of Marketing, freelancers). All numbers are medians. The grid is built as a 12-cell table: 3 levels × 4 problem types. Suitable for freelance and in-house marketers who want to check the market bench against their salary.
The price for a marketer is not “what is it shameful to tell the client.” This is a denominator that takes into account the cost of experience, tools, and risk.
3 levels in the industry: where are the boundaries?
Mid (3–5 years of experience)
Independently manages 1–3 channels on a project, can set up an office, understands unit economics, and does not need supervision in routine decisions. Doesn't write a strategy from scratch, doesn't manage a team of more than 1-2 people.
Freelance hourly rate: 2 500–4 500 ₽ in Moscow, 1 800–3 500 ₽ regions.
Senior/Lead (5–8 years of experience)
Leads multi-channel strategies, can manage a team of up to 5 people, understands business architecture, influences product decisions. Passes discovery independently from C-level, builds metrics from scratch.
Freelance hourly rate: 4 500–8 000 ₽ in Moscow, 3 500–6 000 ₽ regions.
Head / CMO level (8+ years, CMO experience)
Can run a business from $0 to $1M+ ARR, builds marketing as a function (budget, team, KPI), is responsible for marketing P&L. Often partially replaces the on-demand CMO function.
Freelance hourly rate: 8 000–15 000 ₽ in Moscow, 6 000–12 000 ₽ regions.
4 types of problems: different economics
The hourly rate depends not only on the level, but also on the type of task. Based on complexity and volume, I developed the following groups:
Audit and strategy
The highest rate. An audit requires the synthesis of dozens of data points + experience in order to formulate a diagnosis in 2 hours that would take the client a quarter to figure out on their own. This is where the consultant really sells “years of observation.”
Performance-management (campaign management)
Average task. Some of the work is routine (daily reconciliation, minor edits), some is high-value (large switches, testing hypotheses). Usually goes to retainer.
Production/content
Lowest rate. With the AI stack, the cost of production has dropped by 5–10x, and taking a “Senior rate” for it is dishonest. On my projects, production = $20–30/hour, no more.
Hands-on workshops / training
High rate, but project-based (not hourly). Workshop for 4 hours for 5 people at a client = 80–150 K ₽ regardless of my hourly rate. It's packaged in a format, not a clock.

The numbers are starting numbers. The actual rate in the project can be higher or lower by 30–40% depending on the volume, duration of the retainer, and the geopolitics of the brand (international clients usually pay one and a half times more).
What is included in the “hour” - the structure of a fair rate
A consultant’s rate of 7,500 ₽/hour is not 7,500 ₽ net. This is a grid that takes into account:
- Taxes. Self-employment in the Russian Federation is 6%. If you work as an individual entrepreneur, there may be 6–7% and insurance premiums.
- Simple. Out of an 8-hour working day, usually 5-6 are billable. The rest is discovery without a project, training, operating system.
- Tools. Ya.Metrica Pro, n8n, Claude Pro, Veo, ElevenLabs, domain, hosting - I have an average of $250/month = ~25K ₽.
- Risk-premium. Free discovery calls, “test” projects, failures due to NDA. A reserve of 10–15% is included.
- Experience. Those same “years of observation”, without which an intern’s rate is 800 rubles/hour, and a senior’s is 5,500.
If a consultant charges 1,500 ₽/hour and does not return these articles, he is not “cheap”. He is gradually heading towards burnout. And in the third or fourth month of the project, the quality begins to decline.
Retainer vs hourly: what to choose in 2026
Hourly - for short tasks
Audit, one-time workshop, single landing page, problem diagnosis. When the amount of work is not predictable in advance. I charge hourly on projects with a total volume of up to 40 hours.
Retainer - for system work
Performance-management, content plan for the quarter, implementation of the CMO function part-time. I consider retainer to be “hours per week × hourly rate × 4 weeks × factor 0.85” (volume discount).
Standard retainer meshes that I offer to clients:
- Light retainer (8 hours/week). Monitoring indicators, weekly synchronization, spot edits. ~120K ₽/month.
- Standard retainer (15 hours/week). Active management of performance + content strategy. ~225K ₽/month.
- Heavy retainer (25 hours/week). Actually partial CMO, team management, budget. ~375K ₽/month.
- Fractional CMO (40 hours/week). Full on-demand CMO function. ~600K ₽/month.
3 pricing mistakes that I see 80% of the time
- "Negotiated value". It sounds diplomatic, reads as “didn’t count.” Clients also read this signal and start trading. The transparent mesh is not a loss, it is a filter.
- The rate is 1,500 ₽/hour “because I’m middle.” An hour for a middle marketer is 2,500 ₽ minimum, taking into account taxes and downtime. If it is lower, the freelancer subsidizes the client.
- One rate for all types of tasks. “I charge 5,000 ₽/hour for everything” - this is either an overpayment for production or an underpayment for strategy. Differentiate by type.
How should a client compare offers?
If several freelancers come to discovery with different rates, it is useful for the client to compare like this:
- Not “rate/hour”, but “rate/hour × hours in sprint”. A marketer for 3,000 ₽/hour who will do the job in 8 hours = 24K ₽. A marketer for 7,500 ₽/hour who will do it in 4 hours = 30K ₽. The first one is cheaper, but the first one probably does the job 2x slower because it doesn't have AI tools or experience.
- The stack on which it runs. A marketer with the n8n + Claude + Veo stack does in an hour what would take 4 hours without this stack. This affects the “reality rate to the client.”
- Cases and metrics. Not “I had large clients,” but “here is the metric of +25% of revenue for 6 months on project X.” If there are no cases in public communication, why?
How I moved from a “negotiable” to a transparent grid
In 2023 I had a “negotiable” agreement. For the same type of project, I could take 80K ₽ or 200K ₽ - depending on the mood and how the client behaved at discovery. It was unfair and emotionally draining. In 2024, I compiled the first version of the table above and sent it to 10 potential clients instead of answering “negotiable”. Out of 10, 7 continued the conversation. One said “expensive”, two did not answer.
This is the filter: clients for whom “expensive” is not my audience. For others, the issue of the rate disappears from the negotiations on the second message, and the discussion focuses on “what will you do and in what time frame” - that is, on value, and not on bargaining.
If you are just switching to freelancing
5 rules for a marketer who is getting free money for the first time:
- The starting rate is not lower than RUB 2,500/hour, even if you are a “beginner”. Otherwise you are subsidizing the market.
- Select 1-2 niches in which you will deepen your expertise. A generalist freelancer is cheap, a specialist is not.
- Make at least one public case - an article, a case on a website, a video. Without this, you are an anonymous performer.
- Keep track of time from day one. Toggl, Harvest or just Google Sheet. In 3 months you will see your real effective hourly rate - and you will be surprised.
- Refuse at least 2 projects per year. If you agree to everything, your price is low, and it will always be that way.
